<p class="x_MsoNormal"><b><span data-olk-copy-source="MessageBody">PROVIDENCE, RI</span></b> – HealthSource RI (HSRI) concluded its annual Open Enrollment (OE) period February 28, with its highest ever OE total of 42,695, eclipsing last year’s record of 34,456. Of those, 8,557 Rhode Island residents are newly enrolled in the affordable qualified health plans available through the state marketplace. The remaining 34,000+ individuals, or 73% of last year’s customers, renewed their coverage during the same period, which started November 1.</p>
<p class="x_MsoNormal">The surge in HSRI’s numbers follows national trends as in mid-January the Centers for Medicare and Medicaid Services reported national enrollment of approximately 24 million, up from 20 million at the same time in 2024. The OE period was extended by one month this year to provide ample access to customers after the December cybersecurity incident affecting RIBridges, the information system managed by Deloitte for the State of Rhode Island and serving HSRI and numerous other state programs.</p>
<p class="x_MsoNormal">“HealthSource RI supports Rhode Islanders in a variety of situations who find themselves in need of health coverage,” said Governor Dan McKee. “The value of having a state-based marketplace is clear, as tens of thousands find their way to HSRI each year, making Rhode Island a national leader in this work.”</p>
<p class="x_MsoNormal">“Our purpose at HealthSource RI is to help Rhode Islanders get and stay connected with quality, affordable health coverage,” said HSRI Director Lindsay Lang. “We’re thrilled that once again this year, we’re growing, and we hope that Rhode Islanders continue to think of us when looking for health coverage options to protect themselves and their families – not only their health but their financial security.”</p>
<p class="x_MsoNormal">Since 2013, HSRI has decreased the uninsured rate by more than two thirds. The Rhode Island Health Information Survey, conducted biannually and updated in 2024, pointed to an uninsured rate of just 2.2%, among the best in the country. <p class="x_MsoNormal">HSRI is the only place where Rhode Islanders can receive Advance Premium Tax Credits to help pay for their health coverage, with customers qualifying for nearly $16.3 million in Advance Premium Tax Credits in January 2025. Currently, 88% of HSRI customers receive financial assistance, and tax credits continue to protect consumers from rising costs. While the average premium before tax credits of all currently active plans is $567, that average drops to $110 per month after applying tax credits. At present, 30% of HSRI customers pay less than $10 a month to stay covered. In 2025, historically high levels of financial assistance made available through the American Rescue Plan Act and extended by the Inflation Reduction Act remain intact, meaning that coverage through HSRI became more affordable than ever for plan years 2021 through 2025. Without federal action those enhanced premium tax credits stand to expire in December.</p>
<p class="x_MsoNormal">With annual Open Enrollment complete, individuals and families who have experienced certain life events may be eligible to shop for a new plan during a Special Enrollment Period (SEP), which is a 60-day window to enroll starting before or after that event. Qualifying SEP events include a loss of other medical coverage including Medicaid, moving into Rhode Island, getting married or divorced, or having or adopting a child. Individuals can visit <a title="http://www.healthsourceri.com/SEP" href="http://www.healthsourceri.com/SEP" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable" data-linkindex="1">HealthSourceRI.com/SEP</a> to learn more about these qualifying events, register for an online info session, get live expert support through chat in English or Spanish, book an appointment, or enroll online. Enrollment support is also available by calling 1-855-840-HSRI (4774).</p>

<p class="x_MsoNormal"><b></b><b>HealthSource RI</b> is the state’s health insurance marketplace. Since 2013, HealthSource RI has decreased the uninsured rate by more than two thirds. Today, nearly 98 percent of Rhode Islanders have health coverage, the sixth highest insured rate in the country. HealthSource RI is the only place Rhode Islanders can receive financial help to pay for their health coverage. 										<content:encoded><![CDATA[<p>Zach Sherman, Director of HealthSource RI (HSRI) since 2015, will be leaving the state’s health insurance marketplace on September 20, 2019.  Director Sherman has been with HSRI since 2015, and has been involved with the implementation of the Affordable Care Act in Rhode Island since 2011.  Under Sherman’s leadership, HSRI’s individual and family enrollment increased 11% from 2017-2019, a period during which enrollment through the federal marketplace fell by 9%.  Director Sherman has accepted the position of Executive Director of the recently established Pennsylvania Health Insurance Exchange Authority, which is based in Harrisburg, Pennsylvania.</p>
<p>“I am proud to have been a part of the state’s efforts to achieve universal coverage and to protect access to affordable coverage,” Sherman said.  “As a result of Governor Raimondo’s leadership, we have lowered the uninsured rate by nearly two thirds, resulting in more than 96% of Rhode Islanders with coverage.  HSRI’s commitment to customer service, our extensive statewide outreach and community engagement initiatives, and our mission-driven staff have been a big part of this success and it has been an honor to be a part of it.”</p>
<p>“A record number of Rhode Islanders have access to affordable health care as a direct result of Zach’s service to our state,” said Governor Gina M. Raimondo. “Under his leadership, we’ve made significant progress reducing our uninsured rate and have improved HealthSource’s engagement with its customers. I’m grateful for his years of dedication to the people of Rhode Island, and I wish him the best of luck in his next venture.”</p>

				<div class="et_pb_text_inner"><p><strong>EAST PROVIDENCE, RI</strong> (January 11, 2018) – Throughout January, HealthSource RI, is sending 1095-A, Health Insurance Marketplace Statement, tax forms to 2017 customers.</p>
<p>Customers use Form 1095-A to report information about their insurance policy to the Internal Revenue Service (IRS) during tax season. Form 1095-A also documents any advance premium tax credit (APTC) customers received to reduce the cost of their health insurance premiums.</p>
<p>Nearly nine out of ten HealthSource RI customers receive financial help to pay their monthly premiums. Those who received APTC to lower their monthly premium payment in 2017, or want to claim premium tax credits at tax time, must file a federal income tax return.</p>
<p>Most Rhode Islanders will pay a tax penalty if they did not have health insurance in 2017. Individuals who did not maintain health coverage in 2017 may be subject to a fine of $695 per adult, $347.50 per child under 18 or 2.5 percent of their household income, whichever is greater. Despite confusion about recent federal changes, by law, individuals continue to be required to maintain health coverage in 2018 to avoid this penalty next tax season.</p>
<p>HealthSource RI is required to send Form 1095-A to anyone who enrolled or had a family member enrolled in health insurance through HealthSource RI for all or part of 2017. Customers can also download the statement from the ‘Notices’ tab in their secure account at <a href="https://healthsourceri.wpengine.com/">HealthSourceRI.com</a>.</p>
<p>Customers with questions about their Form 1095-A should call HealthSource RI at 1-855-408-1344 to speak with specially trained representatives or visit <a href="https://healthsourceri.wpengine.com/get-help-tax-season">HealthSourceRI.com/get-help-tax-season</a>. HealthSource RI staff cannot provide tax advice, but can answer questions about the 1095-A process.</p>
<p>Free tax preparation assistance is available for customers filing with low and moderate household incomes (approximately $54,000 or less per year) through the Volunteer Income Tax Assistance program sponsored by the IRS. To find a location near you, call Rhode Island 2-1-1, visit <a href="http://irs.gov/Individuals/Free-Tax-Return-Preparation-for-You-by-Volunteers">irs.gov/Individuals/Free-Tax-Return-Preparation-for-You-by-Volunteers</a> or go to the ‘Help during Tax Season’ section of HealthSource <a href="http://ri.com/">RI.com</a> for a list of locations opening in late January.</p>
<p>Rhode Islanders who are covered through their employer or Medicaid (no-cost insurance) will not be receiving a 1095-A form. Customers in these plans will receive Form 1095-B: Health Coverage or Form 1095-C, Employer-Provided Health Insurance Offer and Coverage.</p></div>
