PROVIDENCE, RI – HealthSource RI (HSRI) concluded its annual Open Enrollment (OE) period January 31, with enrollment totals and the mix of plan selections bearing out expectations, as customers faced increased monthly costs upon the expiration of enhanced federal premium tax credits. Individual and Family enrollments totaled 38,557 during this Open Enrollment, a 10-percent decline from the record-high close of OE2025 (42,695). Overall enrollment decreased by 20% from year-end (48,060) to the end of OE, a highly unusual development, as the marketplace has recorded growth nearly every year in that same span.

Of this year’s enrollment, 6,472 (16.8%) Rhode Island residents are newly enrolled in the affordable qualified health plans available through the state marketplace. The remaining 32,085 individuals, or 67% of last year’s customers, renewed their coverage during the same period, which started November 1.

From 2021 through 2025, historically high levels of financial assistance — available through the American Rescue Plan Act (ARPA, March 2021) and extended by the Inflation Reduction Act (August 2022) — made coverage through HSRI more affordable than ever. The enhanced premium tax credits expired on December 31 due to lack of federal action. Simultaneously, premiums rose more sharply than usual at least in part as insurers across the country, Rhode Island being no exception, anticipated shifts in the uninsured and underinsured rates in their markets.

Average premiums across the HSRI population increased by 101%, or $111 per person per month this year compared to last year. Lower-income households saw the largest percentage increase of their premiums this year. For example, a single adult household in the range of 150%-200% of Federal Poverty Level, which is about $24,000-$31,000 annually, saw their average premium go from $40 to $137. These challenges to affordability caused consumers to reconsider their options for health coverage.

Aside from considering whether to continue or newly enroll for 2026, customers also grappled with which plans to choose, and plan selection shifted notably. Over recent years, customers had been using their enhanced financial supports to steadily migrate into silver and gold plans, which offer lower out-of-pocket costs and more predictability. That trend reversed sharply this year, with bronze plan selection rising steeply (from 21% to 32%) as silver and gold selection fell off (from 38% to 31% and 38% to 35% respectively). While customers are likely making this decision based on the affordability of the monthly premium, it comes with a trade-off – bronze plans have much higher deductibles and out-of-pocket costs, opening insured individuals up to higher bills as they use their plans. This raises concerns that as the year progresses, customers may find it unaffordable to keep their coverage as they begin to encounter those higher costs.

“It is disheartening but not surprising that, as President Trump’s policies have caused health insurance costs to skyrocket, more Rhode Islanders are struggling to pay for health coverage,” said Governor Dan McKee. “My FY27 recommended budget appropriates $9.5 million to subsidize coverage for the 20,000 hardest hit individuals purchasing insurance through HealthSource RI.”

“The increase in premiums, combined with the decrease in federal supports, makes this an incredibly challenging year for folks depending on HealthSource RI for health coverage. We understand that and we are committed to working with our customers and potential customers through these difficult decisions,” said HSRI Director Lindsay Lang. “Having health coverage helps protect against one bad turn of luck becoming years of financial burden. We will work with every customer to find options that are best for their needs and budget, and continue to work with state leaders and our federal delegation to find long-term solutions.”

HSRI is still the only place where Rhode Islanders can receive Advance Premium Tax Credits to help pay for their health coverage, with customers qualifying for more than $14 million in Advance Premium Tax Credits in January 2026. Currently, 81% of HSRI customers receive financial assistance, down from 88% last year. The average premium before tax credits of all currently active plans is $662; that average drops to $172 per month after applying tax credits.

With annual Open Enrollment complete, individuals and families who have experienced certain life events may be eligible to shop for a new plan during a Special Enrollment Period (SEP), which is a 60-day window to enroll starting before or after that event. Qualifying SEP events include a loss of other coverage including Medicaid; moving into Rhode Island; marriage or divorce; or birth or adoption of a child. Currently a record-high of more than 49,000 individuals are enrolled in Blue Cross & Blue Shield of Rhode Island or Neighborhood Health Plan of Rhode Island health coverage through HealthSource RI. An additional 8,800 enrollees are covered through HealthSource RI for Employers, which offers plans from the same carriers for small employers throughout the state. Since 2013, Rhode Island’s uninsured rate has decreased by more than two thirds; as of 2024, just 2.2% of Rhode Islanders were without health insurance. This substantial progress in recent years has been boosted significantly by federal enhancements to Advance Premium Tax Credits (APTCs) that were passed in the 2021 American Rescue Plan Act and extended through 2025 by the Inflation Reduction Act.

As the only place Rhode Islanders can receive financial help to pay for their health coverage, HSRI plays a vital role in connecting customers to quality coverage. While rates have increased for 2026, and enhanced APTCs are expected to expire December 31, tens of thousands of customers will still benefit from some level of financial assistance to help with their monthly premiums. The average customer who was renewed for a 2026 plan with financial assistance is still eligible for $494 per month in tax credits. HealthSource RI is an unbiased source of information to help Rhode Islanders choose a plan and enroll, working to ensure that each individual and family finds a plan that meets their health needs and their budget.

PROVIDENCE – The recently-passed House reconciliation bill and the pending Senate bill would undermine progress made under the Affordable Care Act and jeopardize access to affordable health coverage for thousands of Rhode Islanders and millions of Americans according to analysis by national and local policy experts. A statement signed by HealthSource RI Director Lindsay Lang and 17 other bipartisan State-Based Marketplace Directors outlining the pressing need for changes before the finalization of the legislation was submitted to the Senate. A previous letter to the House and a subsequent letter to the Senate, each signed by the same group, can be viewed along with other impact summary documents on the website of the State Marketplace Network, a collective supported by the National Academy for Health State Policy.

Presently, more than 45,000 Rhode Islanders rely on HealthSource RI (HSRI) for access to high quality, affordable health coverage in the individual and family market. An additional 8,600 people and 1,200 small employers depend on HSRI for small group insurance.

Some of the ways in which the provisions presently under consideration would impact customers and reduce enrollment:

• Shortens the Open Enrollment period from 3 months in Rhode Island to 45 days for all states and federal marketplace
• Ends tax credit eligibility for many legal immigrant groups
• Ends automatic renewals, requiring more paperwork each year to renew and preventing enrollment until all paperwork is processed
• Requires more documentation for enrollments

HSRI has been a driving force in helping the state achieve a remarkably low rate of just 2.2% uninsured in 2024, down from 11% in 2012. Rhode Islanders turn to HSRI to gain high quality, affordable health coverage when they don’t have the option to enroll through their job, Medicaid or another typical source of insurance.

In recent years, Rhode Island leveraged the ACA and enhanced federal Advanced Premium Tax Credits (APTCs) to make improvements to how our residents get and stay covered with high quality health insurance.  Recently, to keep residents connected to coverage through HSRI when their coverage through Medicaid was ending, the state enacted an innovative auto-enrollment program. Under the leadership of Governor Dan McKee, and with the support of the state legislature, this program allowed the state to reduce administrative burden and support smooth transitions from Medicaid to commercial coverage through HSRI. Now, the additional financial assistance that made this possible is set to expire at the end of this year, leaving HSRI enrollees facing increased costs when they transition off Medicaid or when existing customers renew their coverage for 2026.

Coupling the expiration of the enhanced tax credits with the effects of the proposed reconciliation bill, our state healthcare system and those who use it would face barriers. The Marketplace-related measures now under consideration take deep slices at the structural and financial viability of coverage under the Affordable Care Act. The effects of the legislative package, stacked on top of the loss of enhanced premium tax credits at the end of 2025, threaten to plunge HSRI’s enrollment from 45,000 to just 21,000 over the next several years. The corresponding increase in the state’s uninsured would be approximately 16,000.

“This legislation takes us in the opposite direction of where we want to be in Rhode Island, and the harm it could do, in combination with the expiration of the enhanced tax credits our customers have relied upon, cannot be overstated,” said Lang. “The impact this reconciliation package would have – barriers to enrollment, unnecessary red tape and jacking up the cost of coverage – will undercut the very mission of HealthSource RI.  The large losses in health coverage and affordability projected under this bill will have immediate ripple effects throughout our health care system and for years to come.”

Simply put, the bill makes health coverage harder to get, more difficult to keep and far too expensive to afford. The effects of the bill will compound each year, likely resulting in significant rate increases for anyone still left in the market. Overall, the Senate bill’s health policy provisions hue closely to and build on the policies included in the House-passed bill, according to analysis by Manatt Health published by Princeton University’s State Health & Value Strategies.^[i] If further changes are not proposed in the Senate and then resolved with the House-passed bill, these detrimental effects to customers who depend upon the coverage provided through the Affordable Care Act would become law.

The Congressional Budget Office estimates that the expiring enhanced APTCs, reconciliation bill, and regulatory changes as proposed (updates with the finalized June 20 CMS rule are not yet published) will combine to reduce national expenditures by an average of $80B over the next 10 years. The annual cuts amount to more than half of the current 2025 national expenditures on APTCs of approximately $145B that support this critical Affordable Care Act program. HealthSource RI has developed some preliminary estimates on the impact of these provisions on Rhode Islanders.

Preliminary Estimates for Impact on RI of Upcoming Marketplace Provisions:

Including expiring enhanced APTC (eAPTCs), combined with the reconciliation bill provisions, broken out between the House Ways & Means (W&M) and Energy & Commerce (E&C) committees, as well as a late change to Cost-Sharing Reductions (CSR) that could further reduce affordability.

If no changes are made, the effects would begin to be felt among HSRI customers as early as Fall 2025, but will be noticeable across the health care system starting in January 2026. A recent report from the Urban Institute projects a decrease in health care spending of $1.03 trillion between 2025 and 2034, three-quarters of which is attributable to the House-passed reconciliation bill.  Forty percent of that would impact hospitals ($408 billion) and eleven percent would hit physician services ($118 billion).  Further, the report indicates that for the same time period, uncompensated care would spike $278 billion, most of which would be due to the reconciliation bill, and again most of that increase would be attributable to hospital services ($83 billion), followed by physician services ($34 billion).  While each of the proposed changes to ACA provisions chisel away at its effectiveness and efficiency, taken together, these changes interact with and compound on one another, harming customers and the system underpinning the offering of affordable health coverage.

The surge in HSRI’s numbers follows national trends as in mid-January the Centers for Medicare and Medicaid Services reported national enrollment of approximately 24 million, up from 20 million at the same time in 2024. The OE period was extended by one month this year to provide ample access to customers after the December cybersecurity incident affecting RIBridges, the information system managed by Deloitte for the State of Rhode Island and serving HSRI and numerous other state programs.

HSRI’s call center is offering extended hours leading into the new year to accommodate those who may still need to choose a plan, make a payment, or otherwise inquire about the status of their account. The call center, at 1-855-840-4774, will be open 8 a.m. to 8 p.m. on Monday, December 30 and Tuesday, December 31. Hours will resume on January 2 from 8 a.m. to 6 p.m. weekdays with expanded Open Enrollment hours Tuesdays from 8 a.m. until 8 p.m. and Saturdays 9 a.m. to noon. Call center hours may be further expanded to accommodate for demand.

The call center is ready to assist individuals who still need to choose a plan for 2025 coverage. While the RIBridges system is unavailable, HSRI is offering direct enrollment through Blue Cross & Blue Shield of Rhode Island and Neighborhood Health Plan of Rhode Island, with a temporary no-cost option for select plans for the months of January and February.

Customers can call HSRI and walk through the cost calculator process to walk through what they might qualify for later through HSRI. Representatives will help explore carrier options, then can help customers to start enrollment themselves through the insurer’s website or transfer them to an insurer representative with further questions. Customers choosing this option will need to re-enroll through HSRI once the system is available again, in order to connect with federal financial assistance in the form of premium tax credits for March and beyond.

For those whose needs are not as urgent and who would prefer to wait for the restoration of the HSRI system to select the plan of their choice, Open Enrollment has been extended through February 28, and coverage can be made retroactive to January 1 at any point.

Aside from these paths for those not yet enrolled, here’s what certain groups of HSRI customers in various stages of the enrollment process should know and can do to keep their coverage:

• Coverage will be active for customers whose plan selections for 2025 were already made (through automatic renewal or by taking action to select a plan) and who have either already made a payment or set up auto-payment. They do not need to take any action.
• Customers in 2024 plans who previously received notice that they were not automatically renewed but needed to take action to select a 2025 plan will be held in the same plans with the same insurance carriers they had been with in 2024. Once RIBridges is restored, they will need to make their plan selection. Such changes may be allowed retroactively to January 1 if needed.
• Customers who were automatically renewed but not enrolled in auto-payments, or have not made a manual payment, simply need to pay their premium. This guidance is the same for customers who selected a plan by Thursday, December 12 but had not yet paid. Payments should be made by December 31 for January 1 coverage, but payment flexibility is available. They can do so:
• in person by bringing their barcoded invoice to any CVS except those in Target locations.
• in person by depositing a check or money order in a 24/7 drop-box at the HealthSource RI East Providence walk-in center, 401 Wampanoag Trail.
• by phone through our call center at 1-855-840-4774.

Today HSRI is pleased to announce several flexible options to make sure its customers are covered from January 1st.

• We have extended Open Enrollment through February 28, so Rhode Islanders will be able pick a plan of their choice through HSRI for an extra month this year, once enrollment through the RIBridges system becomes available. Any plan chosen can be made retroactive to January 1st.
• We have arranged for customers with an urgent need for January 1st coverage to enroll directly for January and February coverage with HSRI’s longtime insurance carriers, Blue Cross & Blue Shield of Rhode Island and Neighborhood Health Plan of Rhode Island.
• Once the system becomes available to HSRI customers again, customers will receive information about how to apply for coverage for the remainder of the year through HSRI. This will ensure customers are connected with federal financial assistance in the form of advance premium tax credits for March and beyond.

Aside from these new options for those not yet enrolled, here’s what certain groups of HSRI customers in various stages of the enrollment process should know and can do to keep their coverage:

• Coverage will be active for customers whose plan selections for 2025 were already made (through automatic renewal or by taking action to select a plan) and who have either already made a payment or set up auto-payment. They do not need to take any action.
• Customers in 2024 plans who previously received notice that they were not automatically renewed but needed to take action to select a 2025 plan will be held in the same plans with the same insurance carriers they had been with in 2024. Once RIBridges is restored, they will have an opportunity to adjust their plan if better suited to changes in their income or other. Such changes may be allowed retroactively to January 1 if needed.
• Customers who were automatically renewed but not enrolled in auto-payments or made a manual payment simply need to pay their premium. This guidance is the same for customers who selected a plan by Thursday, December 12 but had not yet paid. They can do so:
  • in person by bringing their barcoded invoice to any CVS except those in Target locations.
  • in person by depositing a check or money order in a 24/7 drop-box at the HealthSource RI East Providence walk-in center, 401 Wampanoag Trail.
  • by phone through our call center at 1-855-840-4774.

“HealthSource RI has been working around the clock to determine ways to keep Rhode Islanders covered as we deal with this cyber incident,” said Governor Dan McKee. “I am pleased that they have quickly created options to meet the needs of all their customers.”

While HealthSource RI awaits system restoration, its focus, as ever, remains on keeping customers covered. The exchange has proven an indispensable resource to the state’s citizens, with a record high of more than 47,000 insured through HSRI in November. National numbers support the vitality of the marketplace, as CMS announced December 20 a record number of January 1 enrollments. The well-established working relationship between Rhode Island’s state-based exchange and its carriers makes possible creative solutions centered on customers.

Currently a record-high of more than 46,000 individuals are enrolled in health plans through HealthSource RI, as well as over 8,000 more through the small group options offered by HSRI to employers in the state. Since 2013, HSRI has decreased the uninsured rate by more than two thirds; in the recently released Health Information Survey, just 2.2% of Rhode Islanders were found to be uninsured, maintaining the Ocean State’s position among the top-performing states in the nation.

As the only place Rhode Islanders can receive financial help to pay for their health coverage, HSRI plays a vital role in connecting customers to quality coverage. Currently, 6 out of 7 HSRI customers receive financial assistance, and nearly a third of customers pay less than $10 per month for their health coverage. Premium tax credits are at an all-time high through 2025, with enhancements made under the Inflation Reduction Act.

HSRI also offers an anonymous online version of this Plan Comparison and Savings Tool, which lets those looking for general information on plans estimate their monthly premium and out-of-pocket costs, identify financial help and find in-network doctors without providing or saving personal information.

Virtual information sessions specific to Open Enrollment will be held throughout the upcoming months, the first of which are at 11:30 a.m. on November 5 and 9:30 on November 7. PROVIDENCE – Analysis of the latest Rhode Island Health Information Survey (HIS) conducted on behalf of HealthSource RI (HSRI), Rhode Island’s state-based health coverage marketplace, shows that just 2.2% of Rhode Islanders are estimated to be uninsured, a reduction from 2.9% the last time this survey was conducted in 2022. While this reduction is within the margin of error, the recording of an uninsured rate under 3%” is encouraging, particularly during a time period that saw the return to annual renewals for Medicaid customers, a potential disruption to coverage that Rhode Island leaders worked diligently to guard against. With this progress, Rhode Island proudly remains near the top in national rankings of the states with the lowest uninsured rates. Recently released federal data from 2023 bears this out, though using different methodology that makes direct comparison with the HIS difficult.

“Ensuring access to high-quality, affordable health care is key to ensuring that Rhode Island and its people remain strong and successful,” said Governor Dan McKee. “An integral part of that is the health coverage that protects from unexpected costs and allows individuals and families to take advantage of regular preventative care. I’m proud that even through the reintroduction of the annual Medicaid renewal process at the end of the pandemic, Rhode Island has done a remarkable job of keeping its citizens covered and even achieved its lowest ever uninsured rate.”

HealthSource RI has served nearly 161,000 Rhode Islanders since its inception in 2013, roughly mirroring the proportion of 1 in 7 Americans, about 50 million individuals, served by state and federal exchanges nationwide.  HSRI’s role in connecting Rhode Islanders to coverage has been booming in recent months, with enrollment swelling to an all-time high of more than 46,000 in its individual and family plan offerings, and an additional 8,200 lives covered through its small employers arm serving local businesses and non-profits with access to group plans. An automatic enrollment and premium support program introduced by Governor McKee and supported with legislative action kept almost 11,000 customers transitioning from Medicaid connected to coverage through HSRI, providing a cushion to those in income brackets just above Medicaid eligibility. Almost 6,000 more outside of those programs enrolled in coverage through HSRI, nearly all benefitting from federal subsidies that are at an all-time high through enhancements created by the American Rescue Plan Act (ARPA) of 2021 and extended via the Inflation Reduction Act (IRA) of 2022. Those enhancements are set to expire at the end of 2025 without further Congressional action.

“This incredible rate of near-universal coverage for Rhode Island is a mark of the maturing of our state-based marketplace, built for and tailored to the needs of Rhode Islanders,” said Lindsay Lang, Director of Health Source RI. “HSRI has been collaborating more closely than ever with our partners at Medicaid to ensure continuity of coverage for thousands, our small employer services continue to grow and meet the needs of the state’s businesses and nonprofits, and increasingly families and individuals look to us for their coverage needs. The HIS provides leaders with some key learnings about the approximately 24,000 Rhode Islanders who remain uninsured, information that will be actionable in the state’s ongoing efforts to boost awareness of and access to the spectrum of health coverage options available to Rhode Islanders:

• Only 0.2% of children 17 and younger remain uninsured.
• Young adults 18-25 are improving their rate of coverage, with only 3.5% uninsured, continuing a 12-year downward trend. Their next older peer group, from ages 26-35, also trends in the right direction with 6.4% uninsured, down from 7.6% in the 2022 survey and a baseline high of 26% in 2012.
• Those 45-64 are highly likely to be covered, boasting a 1.8% uninsured rate.
• Males are more likely than females to be uninsured, with 3.5% of males vs 1.1% of females uninsured.
• Employment status does not necessarily assure coverage status – those who are employed full-time are no more likely to be covered than the general population; in fact, 3.9% of those working full-time and 2.9% of part-time workers are uninsured.
• Disparities persist based on race, ethnicity and birthplace, trends that HSRI and other state health leaders have been grappling with over time:
  • 3% of white, 4.1% of black, 2.5% and of Asian Rhode Islanders are uninsured;
  • 1% of the Hispanic population are uninsured vs. 1.2% of the non-Hispanic population;
  • 3% of those born in the U.S. are uninsured vs. 8.8% of those born elsewhere.
• Underinsurance, inadequate coverage that can cause financial hardship because of high out-of-pocket costs, continues to surface as an issue for more than a quarter of Rhode Islanders.

The HIS has been surveying Rhode Islanders periodically to gain insights on their insurance status, health care costs, experience getting medical care, use of medical services, and relevant demographic variables. Six separate surveys have been conducted so far, with the first survey being administered in 2012. The most recent survey was administered via phone and online form to nearly 2,900 households including 7,500 Rhode Islanders and delivered in English and Spanish. The margin of error on the topline result is plus 1.3% or minus 0.8%.

PROVIDENCE – HealthSource RI (HSRI) concluded its annual Open Enrollment period January 31, with its highest ever OE total of 34,456. Of those, 9,539 Rhode Island residents are newly enrolled in the affordable qualified health plans available through the state marketplace. An additional 24,917 individuals, or 76% of last year’s customers, renewed their coverage during the same period, which started November 1.

The new benchmark for Rhode Island comes on the heels of national news of climbing federal and state-based marketplace enrollments, which hit 20 million in mid-January, celebrated by the Centers for Medicare and Medicaid Services, only to surpass the 21 million mark by the conclusion of Open Enrollment, according to a CMS news release. In keeping with this trend, HealthSource RI continues to see growth in the intervening weeks, with 39,273 paid enrollments as of April 1.

In the course of Medicaid renewals, which resumed in April 2023 after suspension due to the COVID-19 public health emergency, HealthSource RI has successfully transitioned more than 14,000 former Medicaid customers to qualified health plans on the marketplace, often at little to no initial cost due to federal financial assistance and state support programs put in place to ease the transition.

PROVIDENCE – HealthSource RI (HSRI) announces that its annual Open Enrollment period has concluded as of January 31, with 4,318 Rhode Island residents newly enrolled in the affordable qualified health plans available through the state marketplace. An additional 24,343 individuals, or 83% of last year’s customers, renewed their coverage during the same period starting November 1.

Beginning this spring, thousands of Rhode Islanders who have been insured through Medicaid during the pandemic are expected to turn to HealthSource RI for their coverage as the Medicaid program returns to normal operations with a renewal process that has been suspended since the start of the COVID-19 public health emergency. HSRI is working closely with state health and human service agencies to ensure that the process is as seamless as possible for consumers. This includes a targeted program aimed at helping those who are eligible with two months of premium assistance when they transition off of Medicaid, and in some cases, automatically enrolling individuals and families into a plan on the state marketplace. Most customers enrolled through HSRI are eligible for federal premium tax credits which bring down the monthly cost of coverage. EAST PROVIDENCE, Rhode Island, August 30, 2022 –– A preliminary analysis of the latest Rhode Island Health Insurance Survey (HIS) shows that Rhode Island has reached its lowest uninsured rate ever recorded. For the first time, just 2.9% of Rhode Islanders are uninsured, a reduction from the 4.0% the last time this survey was conducted in 2020. According to federally collected data through 2020, only Massachusetts and Vermont have ever recorded a state uninsured rate lower than 3.0%. This news comes as WalletHub has ranked Rhode Island as the best state in the country for health care.

“Rhode Island succeeds when our families succeed – and one way that Rhode Island families succeed is when they have access to high quality, affordable health care,” said Governor Dan McKee. “I’m proud that our state has achieved its lowest ever uninsured rate. Now, as we continue to emerge from the COVID-19 pandemic, we must continue to take steps to ensure families continue to have access.”

The HIS has been surveying Rhode Islanders periodically to gain insights on their insurance status, health care costs, experience getting medical care, use of medical services, and relevant demographic variables. Five separate surveys have been conducted so far, with the first survey being administered in 2012. The most recent survey was administered via phone to over 3,000 households and delivered in English and Spanish. The margin of error on the result is plus or minus 0.7%.

The American Rescue Plan Act (ARPA) of 2021 and Inflation Reduction Act (IRA) of 2022 provide enhanced federal financial help for eligible individuals and families enrolled in health coverage through HSRI. The ARPA also created a new opportunity for individuals and families whose income is over 400% of the federal poverty level (FPL) to receive financial assistance for the first time. Also, due to the federal Families First Coronavirus Response Act (FFCRA), Medicaid redeterminations have been paused for the last two years, allowing Medicaid recipients to maintain their no-cost health coverage. These two factors played a critical role in helping Rhode Island reach this milestone.

“This is an incredible milestone for Rhode Island, whose insured rates remain one of the highest in the nation. Now we must continue the work required at the state and federal levels to ensure that all Rhode Islanders have sustainable access to the high-quality, affordable health coverage that is essential to protecting themselves and their families,” said Lindsay Lang, Director of HealthSource RI, Rhode Island’s state-based health coverage marketplace.

Once the federal Public Health Emergency ends, some Rhode Island Medicaid recipients will lose access to their no-cost coverage. To help these affected individuals remain covered and protect their health, Governor McKee and HSRI have proposed, and the General Assembly has approved, a Medicaid to QHP Transition Initiative, which would enable HSRI to automatically transition some Rhode Islanders into a Qualified Health Plan (QHP) with financial support and to cover the first two months’ premium costs. The initiative, included in Governor Dan McKee’s budget, is funded by federal dollars. The Executive Office of Health and Human Services and HealthSource RI are working closely to ensure this project is successfully executed.

The American Rescue Plan Act (ARPA), enacted by the federal government in February 2021, provided historically high savings in the form of subsidies/tax credits for eligible individuals and families in Rhode Island. EAST PROVIDENCE, Rhode Island, March 25, 2021 — HealthSource RI’s New Enrollment Period has been extended through August 15, 2021, following President Biden’s decision to create another opportunity for Americans to sign up for health coverage. The extended deadline gives new and current customers a chance to receive new savings created by the American Rescue Plan (ARP). Eligible Rhode Islanders will receive increased tax credits to help reduce their monthly coverage costs thr­­­ough HealthSource RI, and most customers will qualify for this additional financial help.

Most Rhode Island individuals and families who are enrolled in health coverage through HSRI for 2021 and 2022 will be eligible to receive additional financial help to lower their monthly coverage costs. HSRI is conducting outreach to current customers to provide this additional financial assistance. Due to the changes made by the ARP, for example, an eligible Rhode Island family of with $60,000 annual income could save $2,650 this year.  Additionally, starting this summer, an eligible Rhode Island family or individual who has received unemployment assistance in 2021 will be able to sign up for coverage and receive the maximum amount of financial support available.

“Increasing access to affordable health coverage for Rhode Islanders and their families is more important than ever,” said Governor Dan McKee. “As our communities continue to respond to the COVID-19 pandemic, President Biden’s American Rescue Plan provides an opportunity for our neighbors to receive the financial support they need to recover and prosper. Currently, over 30,000 Rhode Island individuals and families are enrolled in affordable high-quality, low- or no-cost coverage through HSRI. In 2020, Rhode Island maintained one of the highest insured rates in the country, with 96% of residents covered, at a time when the national uninsured rate was 12.5%.

Since HSRI’s inception, Rhode Islanders have received more than $600 million in federal financial help to lower their monthly coverage costs. HSRI is the only place where Rhode Islanders can apply for financial help. In January 2021 alone, HSRI customers qualified for more than $8 million in financial assistance to help lower their monthly costs. These new changes at the federal level represent an additional $30 million dollars in annual financial help for HSRI customers.

President Biden recently signed the American Rescue Plan Act (ARP) to help Americans during the ongoing COVID-19 pandemic. Included in this relief package is an increase in financial help for customers of health coverage marketplaces like HealthSource RI. These changes will apply to coverage for all of 2021 and 2022.

HSRI will be working to communicate to all customers about how this federal law affects their monthly bills.

The ARP will help HSRI customers in the following ways:

• No customer will pay more than 8.5% of their Adjusted Gross Income (AGI) for the second-lowest-cost silver plan available via HealthSource RI marketplace.
• Many customers will have a lower monthly bill.
• Customers who have been receiving unemployment payments in 2021 may qualify for additional financial help for this year.
• Customers who previously did not qualify for financial help may now be eligible.

HealthSource RI (HSRI) is working to review all customer accounts as quickly as possible so that we can provide much-needed additional financial help to eligible customers. The first changes will be for customers who currently receive financial help or are currently eligible to receive financial help. They should expect to hear from HSRI about updated benefits within the next few weeks. Other affected customers should expect to hear from HSRI in the upcoming months.

The increased assistance will include additional help for the rest of 2021, as well as assistance for months that have already passed in 2021, if applicable.

HealthSource RI is the only place Rhode Islanders can apply for financial help to pay their monthly health coverage costs. Rhode Islanders who need health coverage are encouraged to contact HealthSource RI as soon as possible and get covered during our New Enrollment Period, which began February 15 and goes through May 15, 2021.

Special Enrollment Period (SEP) Available to Purchase Coverage through HealthSource RI as a Part of the State’s Response to COVID-19.

Special Enrollment Period will be available through April 15, 2020

EAST PROVIDENCE, R.I. (March 14, 2020) — HealthSource RI has adopted a limited-time Special Enrollment Period (SEP), following Governor Raimondo’s State of Emergency declaration in response to the potential growth of Coronavirus (COVID-19). This SEP will allow uninsured Rhode Islanders to purchase coverage through April 15, 2020. Coverage will begin on the first of the month following the application.

Rhode Islanders who wish to obtain coverage can do so by visiting www.HealthSourceRI.com and enrolling online, or by contacting the HealthSource RI call center Monday-Friday, 8am-6pm at 1-855-840-4774.  When completing the online enrollment form, Rhode Islanders should select the “Other” SEP event and indicate COVID-19 or coronavirus as the explanation. Once approved, customers will need to choose a plan and pay for their first month of coverage to complete the process.

“Ensuring Rhode Islanders have access to health coverage is critical to our mission and is especially important during this time,” said HealthSource RI Director Lindsay Lang. “Due to these unexpected and exceptional circumstances, and under the leadership of Governor Raimondo’s administration, HealthSource RI was able to work with the health insurance carriers offering plans through the exchange to develop a plan to make this special enrollment period available for residents who may be in need of health coverage.”
