PROVIDENCE, RI – HealthSource RI (HSRI), the state’s health insurance marketplace, announces that Saturday, November 1 marks the beginning of its annual Open Enrollment period. From now through January 31, 2026, individuals and families can enroll in, change, or renew their health and dental coverage at HealthSourceRI.com/OE or by calling 1-855-840-HSRI (4774).
Currently a record-high of more than 49,000 individuals are enrolled in Blue Cross & Blue Shield of Rhode Island or Neighborhood Health Plan of Rhode Island health coverage through HealthSource RI. An additional 8,800 enrollees are covered through HealthSource RI for Employers, which offers plans from the same carriers for small employers throughout the state. Since 2013, Rhode Island’s uninsured rate has decreased by more than two thirds; as of 2024, just 2.2% of Rhode Islanders were without health insurance. This substantial progress in recent years has been boosted significantly by federal enhancements to Advance Premium Tax Credits (APTCs) that were passed in the 2021 American Rescue Plan Act and extended through 2025 by the Inflation Reduction Act.
As the only place Rhode Islanders can receive financial help to pay for their health coverage, HSRI plays a vital role in connecting customers to quality coverage. While rates have increased for 2026, and enhanced APTCs are expected to expire December 31, tens of thousands of customers will still benefit from some level of financial assistance to help with their monthly premiums. The average customer who was renewed for a 2026 plan with financial assistance is still eligible for $494 per month in tax credits. HealthSource RI is an unbiased source of information to help Rhode Islanders choose a plan and enroll, working to ensure that each individual and family finds a plan that meets their health needs and their budget.
“While many of our customers will see higher premium costs this Open Enrollment, we encourage everyone to take the time to review all of the options available through HealthSource RI. Health insurance is a critical part of keeping people healthy and protecting their financial wellbeing, and maintaining a low uninsured rate is essential to the stability of our healthcare system,” said HSRI Director Lindsay Lang. “This year, with an average cost increase of just over $100 per person, we encourage our existing and potential customers to leave plenty of time to shop their options, and to look to HealthSource RI for help, whether online; through a neighborhood Navigator; or by in-person appointment, phone or live web chat through our Contact Center. HSRI offers decision support tools both anonymously on its website at HealthSourceRI.com/calculator, and through its online enrollment portal, healthyrhode.ri.gov. This allows customers to shop and compare plans, including reviewing out-of-pocket costs based on different plans and health status scenarios.
Virtual information sessions specific to Open Enrollment will be held throughout the upcoming months, the first of which are at 9:30 a.m. on November 5 and 11:30 on November 6. HSRI’s usual Contact Center hours of Monday through Friday, 8 a.m. to 6 p.m. are expanded during Open Enrollment to include late Tuesday evening hours until 8 p.m., and Saturday mornings, 9 a.m. to noon. On Saturday, November 1 only, the first day of enrollment, Contact Center hours will be 9 a.m. to 5 p.m. Enrollment support is available by calling 1-855-840-HSRI (4774).
During Contact Center hours, HSRI also offers live web chat services on HealthSourceRI.com, in both English and Spanish, where individuals can ask questions, reset their passwords, and get enrollment support from a live agent.
In addition to assistance through HSRI’s phone and chat services, one-on-one enrollment support is available in-person, by phone or virtually through HSRI’s trained Navigator agencies, located throughout the state. Individuals can also make appointments for assistance at the HSRI Contact Center at 401 Wampanoag Trail in East Providence. Appointments for Navigators or the Contact Center can be booked at HealthSourceRI.com/OE.
Rhode Islanders have until December 23, 2025 to select and pay for coverage that starts January 1, 2026 to ensure they have their cards in hand for the new year. The last possible day to enroll and pay for a 2026 plan under Open Enrollment is January 31, for coverage that starts February 1, 2026.
